Local Government Infrastructure Planning
(LGIP)
A LGIP is the part of a planning scheme that identifies the local government's plans for trunk infrastructure that are necessary to service urban development at the desired standard in a coordinated, efficient, and financially sustainable manner.
A1 have extensive experience in the development of LGIPs that not only respond to forecast population growth, but importantly are strategic, legislatively compliant, pragmatic and affordable.
Affordability is often a significant issue for many local governments, as some government legislation caps the amount that can be charged, and at the same time limits what can be included in the plans e.g. its generally accepted that community centres are important social infrastructure however the building is unable to be included in the LGIP . For most Council’s that means that between 30-60% of the infrastructure costs required to service the additional population needs to be funded from other sources, such as Council rates.
The development of a LGIP is typically underpinned by quality strategies as that provides clarity of the direction the Local Government. A1 understand that strategies are not always fully developed, and can assist organisations to pragmatically consider aspects such as strategic investments, the latent and spare capacity of existing infrastructure, changing community use and demand, integration with asset renewal, non asset solutions, timing of infrastructure works, maintenance and operational cost considerations.
Pressure on budgets from the capped charges can result in a declining standard of service and that needs careful consideration in the development of any LGIP, and assisting the community to better understand the tensions between infrastructure provision and funding that exist in servicing growing areas.
